December 1 Fujian Builds Diverse Capital System to Support the Energy-saving (Xinhua Network Fujian Channel
In order to guide financial institutions to strengthen and improve the financial services in support of energy-saving, Fujian Province recently issued a circular calling for greater credit support to promote the insurance and innovation of energy-saving, to introduce the venture capital, and to build the diverse capital system to support energy-saving. Fujian Province also encourages to establish various types of venture capital funds, to improve the financing model which combines the venture capital investment and environmental protection investment, to guide the social capital flow to energy-saving industries, to create a benign condition to attract domestic security companies, insurance companies and other financial institutions, to support the venture capital business to enhance energy-saving investment capability through debt financing.

December 1 The Third Annual Meeting of Environmental Protection and National Textile Printing Industry Will be Held (Global Textiles Network)
China Textile Printing Industry Association has held two annual meetings since 2006, which boosting energy-saving through promoting the advanced technology, commending outstanding business, discussing existent problems, proposing solutions, evoking strong repercussions in the industriesFrom December 2 -4 2008, the third national textile printing industry environmental protection meeting will be held in Suzhou. It aims at communication and promotion of the prevailing hot spots, the focal points in energy-saving works in the companies, the much-needed breakthroughs in the industries, and some common key technologies.

December 2 Shanghai Founds the First Research Center for Power Plant Green House Gas Emission and Reduction of (People News Network) 
China Huaneng Group and Shanghai Electric Company signed the pact in the Huaneng and Shanghai Electric Research Center for Green House Gas Emission, the first research center for Power Plant Green Gas Emission in China. According to the pact based on national energy conservation policy, the center will research on the technologies for reducing the green house gas emission and utilizing energy efficiency, and applying them into practice.

As an energy intensive and resources consuming country, China faces severe energy and resources security problems. Therefore, energy conservation is an essential solution to change the situation and alter the economic growth pattern. The government should play the leading role in economic transformation; municipal government should also be the energy conservation policy practitioner. In the field of economics, the application of energy conservation policy needs to be fortified by the government. Also, according to the economic knowledge, municipal government has to pay more attention to and support the application of energy conservation policy in the economic activities. Moreover, the application of energy conservation policy also needs the guidance from municipal governments in different areas.

December 2 Carbon Monoxide Kills China Girls
Eleven girls have died of carbon monoxide poisoning at a school in northern China, after making a fire to keep warm, state media report.Another girl was in a serious condition after the accident in Yulin city, Dingbian county, Shaanxi province, the official Xinhua news agency said.It said the provincial vice governor was investigating the case, about which no further details were given.

Polar bears and penguins have attracted extensive attention on animals that treated by climate change. However, there are more large-scale, fine hair or feather animals in the polar region to multiply and grow. Earth's polar environment has bred plants and animals generation after generation. Recently, these residents in Polar Regions are facing the threat caused by climate change. It is undeniable that in the few years, there will be a number of living creatures extinct because of the elevated temperature. However, scholars are convinced that polar will not become a dead zone. There will still be living things but of different types.

December 3 Saving Energy, Reducing Emissions and Corporate Social Responsibility Seminar Came to a Successful Conclusion in KunmingSite of Ministry of Environmental Protection of People's Republic of China
From November 27 to 29 ,2008, the "Saving Energy, Reducing Emissions and Corporate Social Responsibility seminar," which was co-organized by Yunnan Institute of Environmental Sciences and "Seven Colors Yunnan" steering group, was solemnly convened in Huidu of Yunnan province. The seminar injected new vitality to "Seven Colors Yunnan" protective action. It would promote the province's key enterprises to enhance the sense of urgency of energy-saving and the social responsibility. Through the communication and discussion, the enterprises fully took advantage of ideas from advanced energy-saving technology to promote the practice of energy conservation and make a positive contribution to the energy-saving work.

December 4 46 Chinese Delegates Attend UN Climate Change Conference (People News Network) 
Chinese government sent 46 delegates to attend the 12-day long conference. Xie Zhenhua, the head of the deputy director of National Development and Reform Commission, is the head of the delegation composed of the experts from National Development and Reform Commission, Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Environmental Protection and Technology Academy of Tsinghua University. On December 2, He Jiankun, the director of low carbon energy lab in Tsinghua University, pointed out that the notion on Carbon Dioxide Emission per capita for the first time. Liu Hongbin, the doctor in Meteorology Ministry pointed out China's view on disaster and related risk relief on December 4.

December 4 Ministry of Environmental Protection: Circulation Economy Plan is on the Way (CNFOL News Network) 

Zhao Hualin, department chief of Pollution Emission Control in Ministry of Environmental Protection, pointed out that Chinese government is working on the circulation economy plan to guide the development of circulation economy due to the severe energy conservation situation. He claimed that circulation economy was the best way to promote energy conservation, since the environmental improvement should be started from the change of the production mode.

December 5 Promote the Energy-saving In the Industrial Restructuring (China Economics Network)
In recent months, the gloomy global market, triggered by the credit crisis in the United States, which has a profound impact on the global economics, has also affected China's economics. It can't be denied that the international financial crisis has hugely affected the enterprises, big or small, under these certain financial circumstances. There are two proposals for the enterprises. First, companies should shift from the expanding development route to the energy-saving path, including water saving, reducing energy consumption and reducing production cost by technological progress. Second, since the country is focusing on expanding domestic demand now, companies should not take this opportunity to continue the "high-funded" project, but to produce more technology-intensiv e products and make the long-term development plan.

December 5 China's Energy-saving Has a Significant Meaning in the World (Xinhua Network)
The former executive director of the United Nations Environment Program, the vice chairman of the Foreign Committee of China Council for International Co-operation on Environment and Development, a visiting professor at Tongji University, the German professor, Klaus Toepfer in the interview with the reporter from Xinhua News Agency said: "China plays a very important role in strengthening environmental protection, energy saving and building a resource-saving society in the world. It contributes to the global interests and meets the need of the global sustainable development." Toepfer also referred to the global environmental protection and energy saving impacted by the current financial crisis. The impact was obvious, but short-term.  When all the policies to stabilize the financial market go into effect, the environmental protection and energy-saving would become the focus of world's attention again
