Global Village of Beijing (GVB) registered at March, 1996 as an independent NGO in China. Its mission is to enhance public awareness and to promote public involvement in environment protection in China by means of the mass media and various social activities.

1. Environmental TV program GVB has been independently producing a regular TV program Time for Environment broadcast weekly nationwide at 18:38 Fridays and repeated at 13:03 Saturday through China Central Television (CCTV)-7 since April 22, 1996. (Details: See the Fact sheet I ) 2. Environmental Publications GVB has been running environmental columns in a number of national newspapers such as China Consumer Daily, China Youth Daily and China Women Daily since 1996. (Details: See the Fact sheet II ) 3. Citizen’s Environmental Guide In March, 1998, GVB published Citizen's Environmental Guide, China's first guidebook for environmental behavior in citizen’s daily life. The book, written by GVB and co-endorsed by GVB and China Environmental Protection Administration (CEPA) tells people how to serve as environmental police against polluters and to enforce laws, how to help the earth by changing their lifestyles and how to involve themselves in policy making in this country. (Details: See the Fact sheet III ) 4. Environmental Guide for Children At the same time that the Citizen’s Environmental Guide was published, another book Environmental Guide for Children was finished, becoming China's first guidebook to children's environmental. Written by GVB and co-endorsed by GVB and CEPA, the book explains the basics of reduction, reevaluation, recycle, reuse, and rescue for wildlife. We have received a grant from the US Environmental Protection Agency through the Air and Waste Association to publish 10,000 volumes for the initial distribution. President Clinton wrote a quote on the book during his visiting China in1998: "To all children of China: Please learn all you can about your environment and do all you can to protect it!" We are still in need of further support from companies and individuals in order to publish an additional ten million volumes --to distribute the book to every primary school in china. 5. Environmental Radio Program Working together with China National Radio station (CNR), GVB initiated a regular radio program "Environmental 30 Minutes". The program has been broadcast biweekly nationwide during 12:35-13:00 through CNR since April 22, 1997. After a one-year corporation, CNR began to produce the radio program by itself and GVB gives some comments, information and ideas to the producer of the program which has a very large and stable group of listeners. 6. Environmental Forum Co-organized with Beijing Women Journalists Association, GVB set up the Forum on Women Journalists and the Environment, which is held each year around June 5th, International Environmental Day. (Details: See the Fact sheet IV) 7. Environmental Exhibition GVB helped China Science and Technology Museum to establish the first Exhibition for Environmental Education in China. GVB not only provided the exhibition concept and displaying materials, but also organized volunteers to serve as instructors for the exhibition. 8. Chinese Youth Green Action The action calls for young people to protect the environment and homeland. The campaign started in November 1996 and has received thousands of response letters and calls from 25 provinces all over. (Details: Fact sheet V ) 9. Recycling Campaign GVB initiated the Recycling Campaign in April, 1996 and set up recycling pilot projects in two concinnities, universities, primary and middle schools in Beijing. it also attracted media attention to recycling both in Beijing and nationally. (Details: See the Fact sheet VI ) 10. Environmental Lectures GVB made a series of environmental speeches to media organizations, schools, and citizens for public involvement. It also organized hundreds of students from 7 universities to make green lectures in communities and museums. 11. Conservation Aiming at spreading ecological ideas and creating environmental examples, GVB is setting up the first conservancy run by NGO in China. The subjects to be addressed at the training center include species diversion, energy saving and sustainable development of wetlands. GVB will help the farmers there raising Eco-vegetables and using solar energy.
1. Serving as the Focal Point of GEF (Global Environmental Facility) GVB attended the first assembly of GEF held in India. At the assembly GVB was selected as the focal point in East Asia to promote NGOs' involvement in GEF environmental projects. 2. Associated Member of International Environmental Journalist Federation As a member of the International Environmental Journalist Federation, GVB has established a network of environmental journalists in China which help to improve communication among environmental journalists in various provinces in China. 3. TV Series "Global Environmental Views " GVB is producing a TV series entitle "Global Environmental Views". In April this year, the TV team of GVB was invited and sponsored by the US Environmental Protection Agency and US Information Agency to go to US making a 90 minutes TV program "A Tour of US environmental protection" which will be broadcast through CCTV within this year. 4. Attending The Roundtable Meeting With President Clinton On 2 July,1998, Ms. Sheri Liao, president of GVB was invited to a roundtable meeting hosted by US President Clinton as one member of a panel of 7 independent environmentalists. At the meeting, the panelists and President Clinton discussed the subject of communication between the two countries through NGOs. After the meeting President Clinton wrote a few words of appreciation for GVB and of encouragement for Chinese children. 5. International Conference As an accredited NGO by the Global Environment Facility (GEF), GVB was invited to attend an NGO Consultation on GEF and GEF Assembly. GVB participated in a variety of international activities including: The Bangkok conference on Environmental Communication and Education organized by UNEP, UNESCO and IUCN; The Second Environmental Study Tour for Asia - Pacific Journalists held in Japan; An international conference on sustainable consumption organized by the Norway Environment Ministry and a worldwide NGO alliance in Brazil.
More than 3,000 people countrywide participated in GVB's Green Volunteer Network. GVB were widely reported by over 50 media organizations in China and interviewed by some foreign media organizations such as CNN., Japanese Daily, Reuters Television, German Financial and Business Newspaper, the Chicago Tribune, Swiss Daily and Culture Television in Brazil(Detail: See the Appendix)
GVB is primarily funded by donations and voluntary work from people concerned about the quality of the environment in China. In past years GVB has received small grants from the United Nations Development Programme (UNDP), The Ford Foundation, Japanese Fund for Global Environment, Air and Waste Management Association (AWMA). GVB is also a grantee of the US Environment Protection Agency and Worldwide Fund for Nature (WWF).
There are eight full-time staffs, all women with degrees in environmental science or Eco-sociology. There are several part time staff members and volunteers. Some of them are foreigners.There are over 3000 volunteers who have contacted GVB by letter, E-mail and other methods of sharing experience. Ms. Sheri Xiaoyi Liao, the founder and president of GVB, is MA of Philosophy from Zhongshan University, formerly visiting scholar on International Environmental politics at North Carolina State University; Researcher of China Academy of social Science; Lecturer at Dept. of Philosophy, Sichuan University of China.

"Time for Environment" is an environmental TV program that lasts 10 minutes every week on CCTV(China Central Television). As the only column in CCTV independently produced by a non-governmental and non-profit organization, Global Village of Beijing (GVB), has set a precedent for co-operation between NGOs and the mass media .
1. Channels Time for Environment is broadcast on CCTV, China Central Television, the most powerful national TV station with coverage of the whole country. At present, CCTV has eight channels: CCTV-1----- news CCTV-2----- economic information CCTV-3----- operas and music CCTV-4----- international channel CCTV-5----- sports CCTV-6----- films CCTV-7----- Sciences, Technology, Agriculture and Children Education CCTV-8----- literature and art
Time for Environment is broadcast through CCTV-7, the only educational channel with national satellite coverage.
2. Broadcast Time Starting on April 22,1996, "Time for Environment" has been airing on CCTV-7 weekly for more than two years. The program is so enjoyed by its viewers that CCTV changed its broadcasting time from Mondays to Fridays in May 1997. The current broadcasting time of "Time for Environment" is at 18:38- 18:48 in Fridays, and repeated at 13.03-13:13 in Saturdays. Up to now, over 100 issues of the TV program "Time for Environment" has been broadcast countrywide. Some TV programs of "Time for Environment" are sent to the local TV stations and also are distributed as educational materials to schools and communities in China.
3. Financial Resources CCTV gives regular broadcasting time free to GVB, but doesn't provide financial assistance to the program .The prime source of funds for production of the TV program is from the personal savings and voluntary work of volunteers of GVB. In the past two years, GVB got some financial assistance from the Ford Foundation, the United Nations Development Programme, the Japanese Fund for Global Environment, the US environmental Protection Agency, the Air Waste Management Association and the world wildlife fund for nature (WWF).
4. Characteristics of the Television Series 1)produced by NGO, "Time for Environment" pays especial attention to the publics activities and community action. And it also plays a very important role in communication between government and the public.
2)"Time for Environment" unlike other TV programs produced by the conventional media, its producer and TV team have combine the experience of three different fields: Environmentalist, Expert on environmental education and journalist .
3) As a regular segment, which has been running for more than two years , it has attracted a increasing group of viewers who will watch the TV program every week countrywide.
4) As a NGO bridge, GVB and its TV team participate in international communication. The US-Environmental Protection Agency and US Information Agency invited GVB to go to the US to produce a 90 min. TV series, entitled "a Tour of US Environmental Protection" .GVB also produces some TV programs about Environmental Protection in Norway , Brazil , Japan and India.
With strong capability of production, regular air time and a wealth of rich experiences , GVB and its TV program "Time for Environment" have draw wide attention from the public in China and abroad.

II. Special Column : "Green Trends"
Since 1996, GVB has been providing environmental columns in Chinese Comsumer Daily, Middle School Student Magazine, China Youth Daily and China Women Daily.
China Youth Daily, is a national newspaper for Chinese youth. Its circulation, 1,200,000, is just less than People's Daily and Law and Regulation Daily in China. It has important influence to youth value and lifestyles.
China Women Daily, whose circulation is 300,000, is published by the Chinese Women's Federation. Besides public distribution, it is also sent to every women's federation at the basic level by governmental organizations.
Middle School Student Magazine, is published for middle school students by China Children Publishing House. It has a Chinese edition as well as an English translation.
China Consumer's Daily, whose circulation is 400,000, is published by China Consumer's Association to protect consumers' interests and guide their consumption habits. In 1997, the first special monthly column "Green Trends" was opened in China Consumer's Daily. The main object of "Green Trends" is to introduce international green trends, promote green consumption and to popularize idea of the ‘5R’. (Reduction, Reevaluation, Reuse, Recycle, Rescue).

III. Outline of the Guidebook "Citizen's Environmental Guide"
Citizen's Environmental Guide is the first guidebook for citizen's environmental behavior in China. The Global Village of Beijing (GVB), a non-profit, non-governmental organization was responsible for fund raising, planning, writing, and editing the book Ms Xiaoyi Liao, the president of GVB and Ms Lily Peng, the vice president of GVB were authors of the book, and Liao also served as the book’s editor in chief.
The China Environmental Protection Administration (CEPA) also participated in the publication. Mr. Xie Zhenhua, Administrator of NEPA serves as chairman of the organizing committee for the book. The preface of the book was written by Mr. Qu Geping, the former Chairman of the Committee of Environmental and Resource Protection of China’s People’s Congress. With the financial support of WWF, Tongxin Publishing of Beijing published 10,000 volumes of the book.

IV. Environmental Forum
The First Women Journalist and Environment Forum
The First Forum on "Women Journalists and Environmental Protection", jointly organized with Beijing Women Journalists Association and held on Environment Day 1996. Over 50 women journalists from more than 40 news agencies in Beijing participated in the forum. Mr. Qu Geping, Chairman of the Environmental & Resources Protection Committee of the National People's Congress, attended the forum and gave a one-hour speech. The forum appealed for an environmentally friendly life style among women journalists and called for action by doing simple things, such as helping waste paper recycling, using less plastic bags and less wooden chopsticks. As a result, many participants became more interested in the environmental issues.The forum has become an annual affair, encouraging journalists to pay more attention to environmental issues.
The Second Women Journalist and Environment Forum
In 1997 year the Second Forum was held and thirty women journalists from 20 media organizations attended the forum. The subject of the forum was promoting Environmental awareness and public involvement by advocating recycling The participate discussed how to encourage the government to carry out recycling policies and regulations as soon as possible and how to raise awareness of environmental protection in the mass media. The declaration of the Forum was "War To Waste Pollution" and was published in several national newspapers attracting attention from journalists country wide
The forum was a very successful example communication and cooperation among government, mass media, citizens and non-governmental organizations for the cause of environmental protection in China.
V. Chinese Youth Green Action "Network of Green Volunteers" for Chinese Youth Green Action The signature campaign "Chinese Youth Green Action" was jointly organized by GVB and magazine Chinese Youth. It started with the Chinese Youth Green Action Declaration published on the Special Issue on Environment - Chinese Youth No.11, 1996, calling on young people to "start from myself and things around me" to conserve our environment and homeland. It is suggested they follow a lifestyle of 5 R's (Reduce, Reevaluate, Reuse, Recycle and Rescue Wildlife) and spread the idea.
Young people can participate in the campaign by signing their names on the Declaration and mailing them to GVB. by December 31, GVB received 1320 signatures from 25 provinces in China and many phone calls from in and outside Beijing. Many expressed their concern about China's environment and their desire to help with a strong sense of responsibility. Some gave good suggestions (see below).
As a part of the Chinese Young Green Action, College Students’ Green Speech Group was established in October 1997. There are seven Universities and Colleges in this Speech Group, including Peking University, Qinghua University, Beijing Normal University, Beijing Agricultural University, Beijing Forestry University, Beijing Foreign Language University and Beijing Science and Engineering University.
The members of Green Speech Group have received training at the Chinese Science and Technology Museum and served as voluntary guides at the Exhibition of Environmental Education every weekend.
The Green Speech Group disseminated information about recycling and environmentally-friendly lifestyles to the people the Huaibaishu community leading to the adoption of a recycling program in this community in Oct 1997.
VI. Recycle Campaign
GVB started the Recycle Campaign in April 1996 by advocating the concept of recycling through mass media, and setting up the pilot projects in the Dachengxiang Community, presenting the Issues of Recycling to the National Congress. Since that, GVB organized the following activities to involve citizens to participate the Campaign.
On March.15th, 1997, Consumer Day, GVB organized a green consulting activity in the Wan-Tong New World supermarket. With pictures, cartoons and TV programs.The expert’s volunteers of GVB told consumers the harm of waste products such as used battery and used plastic. They set up waste bins to have consumers let waste battery recycled.
On April 22,1997--Earth Day, GVB organized the 8 environmental NGOs from 7 universities to advocate Green Recycle at the gate of the Summer Palace. Students cleared the garbage inside and outside of the park. They set up waste sorting bins and propaganda boards so that people could sort their garbage themselves. Green mark was awarded to encourage them. The slogan was Do it easily, benefit environment greatly. After that, the students of the 6 universities started the recycling pilot projects on their computes.
On May.11, 1997, Mother Day, GVB called for Caring about Our Homeland whose subject is Earth, mankind and green action--- recycling. In Beijing Normal University, GVB organized a donation ceremony and GuangCai Company donated sorting bins to 7 universities (Peking University, Beijing Normal University, China Agriculture University, China Forest University, Beijing Institute of Technology, Capital Normal University, Central Nationality University).
During Beijing Science and Technology Week May20-27, 1997, GVB volunteers hit the streets in Xicheng District of Beijing to publicize the importance of recycling and the damage of unplanned waste disposal. Meanwhile, the president of GVB made a long speech on recycling at the Beijing Youth Scientists seminar "Sustainable Development and Environmental Protection" held by the Beijing Science Association which received strong support from the scientist circle.
GVB published a declaration "Recycling hand in hand" in Chinese Children Daily March 26, 1997 to encourage students in elementary schools in China to recycle in school and at home GVB also established pilot recycling projects in five primaries and middle schools in Beijing. GVB organized the donation of five waste storage bins from the GuangCai Company to the 5 schools on May 24,1997.
Another new model project of recycling in Huaibaishu Community, the Xuanwuqu District project was launched in 1997. In Oct, tree sorting bins and a equipment dealing with Biological garbage were installed in the community by Environment Sanitation Agency of Xuan-Wu-Qu district. GVB organized groups of college students to go to the families of the community to help the residents recycle.
In Xian city, Shanxi province, a group of GVB volunteers established the recycling pilot projects which got support from Shanxi government. The president of GVB was invited to visit the project. At the ceremony of the Mother Environmental Movement, The GVB president made a speech to an audience which included the major of Xian City and the vice president of Shanxi province attended in Aug.1997.
A recycling exhibition organized by GVB was opened to the public at the China Science and Technology Museum in Oct 1997. Information and other recycled materials about recycling worldwide were displayed in the exhibition. GVB’s volunteers explained the concept of recycling to the visitors from a variety of provinces in China.
The activities of GVB have gained extensive attention from all works of life in China. almost every national media organizations in China reported the Recycle Campaign and the government is changing the policies from landfill to recycling. Mr. Xiezhenhua, administrator of China Environmental Protection Agency invited president of GVB to his office to discuss the issue of recycling as well as public environmental education. Mr. Qugeping Chairman of Committee of Resource and Environmental Protection of China National Congress highly praises GVB’s activities.
Now, GVB is working together with the Environmental and Sanitation Agency in Xuanwu District of Beijing to develop the recycling activities in the whole district.

International Activities
Ms. Sheri Xiaoyi Liao, president of Global Village of Beijing which is China's only accredited NGO of GEF (Global Environmental Facility), was invited to attend the first GEF Assembly held in India during March 27 ~ April 7,1998. The suggestions she gave on how NGOs were working on GEF’s projects received hot responses at the assembly.
From June 2 to 4 1998, Ms. Sheri Xiaoyi Liao was invited as the only NGO representative of China to attend the International Experts Meeting on Sustainable Consumption organized by the Norway Environment Ministry. Participants were impressed by Liao's presentation on GVB's experiences on environmental protection in communities "Just do it. Then show it!" began as her personal motto but became the slogan of the workshop.
June 27, 1998, Ms Liao attended a round table meeting organized by the US Embassy for the first lady's visit to China. And on July 2nd, 1998, Ms Liao will take part in a round table meeting as one of the panelists, discussing the environmental issues with President Clinton in Guilin.
"Production of the TV series A tour of US Environmental protection" Invited and supported by US EPA (Environmental Protection Agency) and USIS (United States Information Service), a TV team headed by Ms. Sheri Xiaoyi Liao went to the US to produce a TV series on the US for three weeks in April. At present, GVB is editing the TV series and will present it to the public in the near future.
The Second birthday of the TV program. Time for Environment a weekly TV program independently produced by GVB and appearing on China Central Television celebrated her second birthday. One-hundred-twelve issues of the TV program have been broadcast in the past two years
Earth Day Activities When the TV team of GVB was taking part in the NGO's Earth Day celebration in Washington D C, GVB organized environmental consultants were at the Welcome Supermarket, World Trade Center, advocating environmental friendly lifestyle such as reduce, reuse and recycle. Volunteers from Beijing Agricultural Institute assisted GVB members to explain the items on display and grant cloth wedding for shopping to shoppers in the Welcome Supermarket. GVB joined Welcome Supermarket in providing candy to shoppers who use their own bags rather than plastic bags provided by the market. Now, GVB is providing organic vegetables to the special counter in the Welcome Supermarket.
Press Conference on Citizen's Environmental Guide In May 26, coordinated with National Environmental Protection Agency (NEPA) of China and WWF, GVB held a press conference on the publication of Citizen's Environmental Guide at Beijing. Mr. Zhenhua Xie, administrator of NEPA, fully affirmed the achievement of publishing this book, which was written by GVB and co-endorsed by GVB and NEPA. Mr. Fude Liu, senior officials of China's Central General Office, highly praised the book that promotes Chinese citizens' involvement in environmental protection in time. Donation of Children's Environmental Guide GVB Published Children's Environmental Guide, the first guidebook for children's environmental behavior in China, and the first 50,000 copies were donated by a company to 89 primary schools in Beijing, Xi'an, Shanghai, Guangzhou and etc. In May 28, GVB held a ceremony to celebrate the donating of the books. Children's Environmental Guide, written by Global Village of Beijing (GVB), tells the basic knowledge and behaviors such as reduction, reevaluation, recycle, reuse, and rescue for wildlife.
Now, GVB is organizing donation of the book to Children all over the country.
Environment Day * In June 5, an oath-taking rally was taken at a Beijing Primary School. In the rally, Sandy Lu, coordinator of GVB, presented Citizen's Environmental Guide and Children's Environmental Guide to the school's teachers and students. Then, thirty college students organized by GVB entered classes to publicize environmental knowledge and answer students' questions. Even when the activity was finished, students still [enthusiastically asked] questions and actively expressed their ideas.
* At the same day, the start-up celebration was held to award Little Green Guard in YueTan Community. In the meeting, Ms. Lily Peng, representative of GVB, was invited to give a speech and presented the Children's Environmental Protection to the children.
