Introduction

The Union of Chinese American Professional Organizations (UCAPO) is a not-for-profit-organization, founded in Washington DC in 1998. UCAPO is an umbrella organization that coordinates 28 Chinese American professional organizations in the Washington area. UCAPO is an integrated consortium that covers many professional fields and consists of Chinese and American professionals. Several UCAPO organizations operate nationwide such as the Chinese American Medical Scientists Association and National Council of Chinese Americans, which have members throughout the United States. UCAPO spans many professional fields including politics, economics, social science, culture and education, information technology, network, communication, computer science, electronic engineering, life science, biological medicine, modern medicine, transportation, environment protection, finance and investment, accountant, law, art, and business. UCAPO represents more than 20,000 Chinese American professionals who have extensive practical experience in their fields. Among them, 65% hold a Ph.D. and 85% members have Master’s degrees. Many members are the top experts in their fields or senior officials in government agencies.  

UCAPO Mission Statement

    ·To coordinate communications among various Chinese American professional organizations and provide professional services to members; develop career opportunities for each member to reach his or her highest potential in their respective fields.

      ·To promote understanding and cooperation between China and the U.S.

      ·To build up mutual understanding and cooperation between Chinese American and other minority groups. 

Since UCAPO was founded, the Council has worked to establish affiliations in various fields between China and the U.S. by organizing activities and events. As a bridge, UCAPO boasts broad cooperation between China and the U.S. in science and technology, business, culture and the arts. Since 1998, UCAPO members have organized nearly 100 technological and trading delegations to visit China and participated hi-tech fairs and professional forums and workshops. The gradual development of the Chinese economy provides opportunities for our members to develop new careers in China. There have been more than 300 UCAPO members that have returned to China to lead very successful careers. In addition, UCAPO organizes forums and seminars in Washington to introduce and discuss issues related to China and the overall U.S.-China relationship. UCAPO has played a major role in the annual ‘Chinese Cultural Festival’ in Washington, D.C.

成立于1998年的华盛顿华人专业团体联合会(华 专联)是在美国登记注册的非盈利机构，是华盛顿地区28个华人专业团体的代表和协调组织, 也是全美国少有的一个由横跨多个专业领域的华人专业人士所组成的综合性团体。 其中相当多的一部分专业团体为全国性组织, 如华人生物医药科技协会, 美国华人全国委员会等,其 会员分布在全美各地。 华专联成员团体所代表的专业领域涵盖了政治, 经济, 社会科学, 文化教育, 信息工程, 网络, 通讯, 计算机科学, 电子工程, 生命科学, 生物医药, 现代医学, 交通, 环境保护, 金融投资, 财会, 法律, 艺术, 工商等各个方面。 它代表了20,000多名富有实际经验的优秀的旅美专业人士,在他们中间, 65%的成员具有博士以上的学位, 85%的成员具有硕士以上的学位。 许多成员已成为其专业领域里的第一流的专家或所在企业里的高级主管,更有部分成员在美中两地成功地创建了自 己的事业。 
 

    华专联的宗旨是: 1.促进各个旅美华人专业团体之间跨学科的交流, 为社区和会员提供专业服务, 为每个成员在其专业领域里创造更多成功的机会,并维护会员的合法权益。 2.致力于促进中美两国多方位的交流与合作。 3.提倡多元化发展, 增进华人与其他族裔的相互理解和相互合作。 华专联成立来, 在第一届会长贾浩博士,第二届会长吴航正先生和第三届会长陆阳博士的带领下, 充分发挥理事会的作用,与美中两国各界建立了广泛的联系, 开展了多项跨专业交流活动。 华专联准确地将自己定位为“立足华府侨界，面向主流社会、沟通美中两国, 发挥专业精神, 整合技术资源, 再创事业高峰 ”。  华专联旨在作为一座民间的桥梁，依据美中两国法律，通过各项活动促进美中之间在经贸、科技和文化等方面广泛的 合作。 在此基础上, 充分发挥旅美专业人士的智力资源和祖国巨大的市场资源, 为旅美专业人士在事业上开创新的天地。自成立以来, 华专联和其成员团体组织了100多个代表团回国访问考察, 参加高科技交流会和各种专业论坛, 足迹踏遍了祖国的大江南北, 沿海和西部地区。 同时, 连续两年, 在美国首都华盛顿成功地举办了“北美高科技项目和人才交流大会” 。 吸引了海内外众多企业, 政府机构和旅美专业人士的与会。 由于祖国经济的持续稳定的发展, 为海外专业人士创造了不可多得的回国创业的机会。 到目前为止, 共有超过300名华专联成员已经把事业的重心放回国内, 有一部分已创业成功。 与此同时, 华专联参与组织在华盛顿主办“北美中国论坛”，面向美国主流社会与北美侨界，定期介绍、讨论和研究与中国以及美中关系有关的问题与最新 发展，并提出政策咨询和建议。华专联协调和动员北美各专业领域华人专家学者的人才资源，为美中两国企业界、社会团体、研究和教育组织 以及公共机构提供高质量的研究和咨询服务。华专联还鼓勵廣大華人參 與主流政治運作，维护华人权益，组织参与华人社区的文化交流活动, 如 中国文化节和国庆活动等。 华专联由组建时的十二个团体发展到目前的二十八个团体。 

      华专联的 管理机构由理事会和常务理事会组成。本届常务理事由会长何平博士，副会长林民跃博士和李君博士, 常务理事 詹逸谈, 叶玉彬, 蒋亚洪,    倪涛, 付亚莉, 李叶青, 梁康之, 和龚  蕊 组成， 理事会成员包括陈邦华王海疆，杨偉明，孙鶴，王華，范錫波，崔强，张煒，王曉麟，梁紅，张 萌，和薛海培。华专联还聘请前任会长贾浩博士,吴航正先生和陆阳博士出任荣誉会长，张汝南律师出任法律顾问。
